Survivors' Rights International Praises the First Indictments
of the Special Court for Sierra Leone
Survivors' Rights International applauds the first indictments in the Special
Court for Sierra Leone on Monday, March 10. Five individuals were arrested for
crimes against humanity and war crimes that were committed during the ten-year
Sierra Leone civil war. Included in the five individuals arrested are Foday
Sankoh (already in prison on treason charges), Morris Kallon and Issa Sesay, all
of whom are former leaders of the Revolutionary United Front (RUF). The current
Minister of Internal Affairs in the government of Sierra Leone, Sam Hinga Norman,
was also arrested. Johnny Paul Koroma, the former military ruler, and Sam
Bockarie, the former rebel commander were indicted and have warrants out for
their arrest. The Prosecutor of the Special Court is requesting the help of the
people of Sierra Leone and West Africa in bringing these men to justice.
Sierra Leone's civil war came to an end at the beginning of 2002 and has since
held a fragile peace, which has included elections. Both government and rebel
forces are recognized as committing war crimes and crimes against humanity during
the conflict. The government had granted amnesty to ex-combatants for crimes
committed during the war, however the Special Court does not recognize immunity
for crimes against humanity.
The Special Court for Sierra Leone was established by the United Nations,
following in the footsteps of the International Criminal Tribunal for Yugoslavia
(ICTY) and the International Criminal Tribunal for Rwanda (ICTR). The Special
Court will try war crimes, crimes against humanity, and violations of
international humanitarian law, but unlike the ICTY and ICTR, the court will be
based in Sierra Leone. For more information on war crimes, crimes against

The Sierra Leone indictments are an important step to achieving peace and
stability in Sierra Leone, as well as the region. Justice and accountability are
crucial elements in the rebuilding of Sierra Leonean society — a society that has
suffered wide-scale atrocities including rape, live amputations, enslavement,
sexual slavery, torture, recruitment of child soldiers, looting and burning, and
murder.
This region of Africa has been plagued with civil war and instability. Although
Sierra Leone has established peace, the country is threatened by increased
fighting between the Liberians United for Reconciliation and Democracy (LURD) and
President Charles Taylor's government in Liberia, as well as the on-going
conflict between rebel forces in Cote d'Ivoire and President Laurent Gbagbo's
government (ignited on September 19, 2002). For more information on these
