In August 2000, Burundi's government and two minority factions of the FDD
(pro-Hutu National Council for the Defense of Democracy-Forces for the Defense of
Democracy) and the Palipahutu-FNL rebel groups (Party for the Liberation of Hutu
people-National Liberation Forces) signed the Arusha Peace and Reconciliation
Accord (APRA). After APRA, The International Foundation for Election Systems
(IFES) established two projects in Burundi to promote peace, accountability, and
reconciliation. IFES created one of the projects, the Burundi Initiative for
Peace (BIP), in April 2002. BIP provides grants in certain geographic areas to
support APRA, the transitional government, and activities that lead to peace.
BIP offers its grants to organizations around Burundi that commit themselves to
reintegrating and stabilizing Burundi's society. To maintain stability,
organizations funded by the grants enhance traditional social networks on land
law, conflict prevention, and resolution techniques in provinces where displaced
populations return in large numbers. The grants fund a variety of civil society
projects, including a summer camp for youth to assist in housing reconstruction
and a program to support teachers by planting fruit trees. The grants also
finance community improvement projects, national education and media campaigns on
the APRA, informational materials, and traveling outreach programs.
One outreach program was the September 7, 2002 peace rally held in support of the
APRA. Over 25,000 citizens, government officials, and members of the diplomatic
corps attended the "Choose Peace" Rally in Bujumbura. After the "Choose Peace"
Rally, on September 16th, members of Burundi's National Assembly and Senate
traveled to Muyinga Province to meet with their constituents. Approximately 500
people came to the town hall meeting between Parliament members and local
citizens. Discussion topics included APRA, the responsibilities of the
transitional government, and the needs of the local citizens. The public
outreach campaign that started with the "Choose Peace" Rally continued to allow
parliamentarians to visit all the provinces. After many visits between
parliamentarians and their constituents, the public outreach campaign became The
National Outreach Program "Choose Peace." Through "Choose Peace,"
parliamentarians learn about people's needs and concerns, which leads to more
grants awarded to create projects that meet those needs. For more information on
