Burundi suffers from a long heated battle between its dominant Tutsi minority and
the Hutu majority. Since Burundi claimed its independence in 1961, the Hutu and
Tutsi have fought to gain control of the government, resulting in at least
200,000 deaths. Fighting between the Tutsi-dominated government and ethnic Hutu
rebels escalates causing genocidal atrocities such as the deaths of many innocent
civilians, the displacement of civilians from their homes, the burning of homes,

Civil conflict in Algeria began in 1992 when the government cancelled elections
because the militant Islamic Salvation Front (FIS) obtained the majority of
votes. The Islamists reacted violently and a civil conflict commenced consisting
of assassinations, bombings, massacres, disappearances, and rapes. After
terrorist campaigns killed tens of thousands of people, Algerians elected
President Bouteflika in 1999. Even though President Bouteflika brought stability
and security into the country, Algeria continues to suffer from terrorism
occurring particularly in remote and isolated areas of the country, government
repression of demonstrations, and government granted immunity from prosecution of
members of security forces who committed crimes against humanity and genocidal

The conflict in the Democratic Republic of Congo (DRC) arose from a struggle
between political parties over the domination of natural resources. The fighting
between warring rebel parties in DRC and DRC government forces attracted the
interests of six other countries. Armies of these six other countries support
either the warring rebel parties or DRC government forces to influence the
outcome of the fighting, so that they may benefit from the exploitation of
economic resources in DRC. Thus, the hunger for diamonds, gold, and other
resources in DRC maintains a conflict that has caused genocidal atrocities, such
as the deaths of more than three million people, the displacement of civilians
from their homes, the burning of homes, the abandonment of crops and land, and
